Panel (a) presents effects on annual pension income, confirming post-reform differences in pension income across groups, while Panel (b) shows the effect on unconditional labour earnings past retirement. The red dotted line marks the timing of the reform; capped vertical lines indicate 95% confidence intervals.

Can governments raise pensions for low-income retirees without discouraging them from working? Drawing on Germany's Earned Income Pension Credit, this column finds that higher pension income reduces post-retirement labour supply, but the effect is modest and concentrated among retirees still close to the participation margin. Two-thirds of the response runs through whether retirees work at all, including the often-overlooked decision to return to work after an earlier exit.
