As most of those being held at Delaney Hall are not US citizens, what is preventing the UN HUMAN RIGHTS Council from monitoring this situation as a global human rights issue? The United States is signatory to the ICCPR which prohibits arbitrary detention & cruel inhumane treatment. Anyone know?
