PUBLIC NOTICE: Consumption of alcohol: countywide proposal

Northumberland County Council is asking for views on proposed new rules on the consumption of alcohol in public places. The proposed rules would be introduced through a Public Spaces Protection Order (PSPO), a legal order used to tackle anti-social behaviour in public places. Northumberland County Council is inviting residents, businesses and stakeholders to comment on a proposal to introduce a new countywide Public Spaces Protection Order (PSPO) relating to the consumption of alcohol in public places. A PSPO is a legal tool available to local authorities under the Anti-social Behaviour, Crime and Policing Act 2014. It is designed to help prevent behaviours in public spaces that have a detrimental effect on the quality of life of those living in, working in, or visiting an area. The proposed Order would apply to all public places within Northumberland and would prohibit the consumption of alcohol where that consumption amounts to, or is reasonably likely to lead to, anti-social behaviour, nuisance or annoyance affecting others. The proposal would also enable police officers and authorised council officers to require individuals to stop drinking alcohol and surrender alcohol or alcohol containers where they reasonably believe a breach of the Order has occurred or is likely to occur. The proposed Order includes exemptions for licensed premises and other locations where the sale and consumption of alcohol is already authorised by law. The consultation is open until 12 noon on Friday 9 October 2026. All comments and representations received during the consultation period will be considered before any decision is made on whether to introduce the new PSPO.
