This situation reminds me a bit of filmmakers like Scorsese being unable to get funding from the studios anymore, because the people they'd worked with in the past are gone and for the folks who are there now, it's purely a numbers game.

As far as I can tell nobody associated with the D. melanogaster conectome projects has said a word about "simulating" anything, and if you go look at the C. elegans "openworm" project this is the current state of the art in worm simulation
...and you need to understand in extreme detail how all those connections then hook up to its muscles and sense organs before you could have any hope of even translating this brain simulation of yours into something that is anything at all.
Like, there is no such a thing as "simulating a brain in a box". That's like a computer with no ports and no PSU. You need to understand all of the chemical inputs and outputs of all the neurons, which is a whole layer of complexity on top of merely mapping all of the connections of the brain...
There actually *is* a model organism that real scientists have been working on fully simulating for ten years, it's the nematode C. elegans, it has two orders of magnitude fewer cells in its entire body than D. melanogaster has in its whole brain
