I can think of many critiques God might have for the American church, but an excess of empathy isn’t one of them.

God’s love is not impotent. God’s love is powerful to transform. This requires no counterbalance. God does not lead with love and follow up with violence or dominance or control when we don’t get the point. God IS love (1 John) — anything less is counterfeit.
