No. City wanted the PSR rules in place. They actually loved it. Why? Because they could then secretly cheat the rules and gain an unfair advantage. If they actually had the "level the playing field" rules they now say they want, they wouldn't have had an advantage over teams like Chelsea, Man Utd.
Daily reminder that Man City cheated not because they wanted a level playing field, but because they wanted an advantage over everyone else. If they weren't happy with not being able to invest in the team, they could have at any point introduced changes for the PL teams to vote on.
