In 2019 Trump tried to block federal funds that were authorized by Congress and did not succeed. He delayed more than $20 billion dollars in federal aid for Puerto Rico after the archipelago was devastated by Hurricane Maria. The President does not have the power to do this. It's unconstitutional.
