I think the bigger costs are probably all the skilled labor * GRANTS ADMINISTRATION. It's really hard to follow all the rules that federal agencies set about how exactly you apply & how exactly you document the money. This is hard precisely bc they work to make sure no one wastes taxpayers' money.
