15/ HB17 lets any resident file a petition to remove an elected district attorney for having a policy of not prosecuting certain crimes. The catch: the case doesn’t go to a local judge. It gets assigned to an outside judge and an outside special prosecutor by design.

6/ Twenty years later, they pushed further. In 2023 the Legislature passed House Bill 19, creating the Texas Business Courts, a whole new court system for big commercial disputes. Judges there are not elected. They are appointed by the governor to renewable two year terms.

4/ In 2003, with that money behind it, the Texas Legislature passed House Bill 4. It capped non economic damages in medical malpractice cases at $250,000, made it harder to certify class actions, and restricted punitive damages and asbestos claims. This was phase one.

3/ Two of those six are David Weekley and Dick Weekley, Houston homebuilders. Another is Trevor Rees-Jones, an energy executive. Together with a handful of others, they decided Texas courts were too friendly to injured people suing corporations, and set out to fix that.
