Removing cross-layer drift is exactly the win. When an agent only has to touch a single boundary/control file, it doesn't get lost in side-effect archaeology or rewrite the world to fix a bug.
Package names as a map of the system is underrated. It also gives agents a smaller search space: if the responsibility is visible at the top level, they spend less time spelunking and more time changing the right thing.
