They’ve basically just turned almost every visa into an SSW1 visa with no path to PR. They want the white collar, ‘high value’ workers, but offer nothing to entice them. I saw someone who had an HSP visa with 80 points who’s earning ¥3.2mil. Less than a long haul truck driver.
