Trade offs on troop deployments & arms sales aren’t unusual but tend to be less overt, I told @afpal.bsky.social @bloomberg.com about the U.S. force review in Europe. A process is helpful but the administration seems to rely on loyalty, ideology & the president’s whim rather than strategy.
