According to the OSCE Moscow Mechanism report, the recommendation for member states of the Chemical Weapons Convention is to refer the matter to the Organisation for the Prohibition of Chemical Weapons (OPCW) “to investigate the alleged use of chemical weapons by the Georgian authorities.”
