My concern with devolution is that we’ll see well organised extreme parties dominate based on low turnout and intransigence We could see a lot of power and funding going to those who shout loudest
it's an interesting contradiction of devolving power to local people when it's a pretty consistent finding that they don't really care about exercising that power
