I'm a reporter who's followed habeas cases for non-citizens going back to Obama. Based on what an ICE prosecutor told me in 2013 or so, I've assumed habeas can't be suspended for non-citizens only – you’d have to suspend it for everyone. I'm wrong about stuff all the time. Was I wrong about this?
