Hori's comment from Jump Festa 2022 where he explicitly tells us TogaChako are made to match. Combine that with Toga's "crushes" and "love" explicitly being confirmed to be admiration in the manga, and it tells us that TogaChako NEVER were in love with Izuku, they just confused admiration for it!
