The Senate invoked cloture on the Continuing Resolution (with OMB regs blocked) 89-4 Monday evening. It looks likely to pass before the recess begins Friday. This CR would clear spending until Dec 11. The House returns from recess on Aug 31, and would be able to take up the Senate CR bill then. 1/

The US House previously passed a clean continuing resolution to fund the govt through Dec 4. In the Senate, the Democrats are dangling a "block Russ Vought's OMB rule" to get their support for the Dec 4 CR. Again, the Senate goes home next Saturday, so this is an active story.

The Senate is in session through August 7, and then takes a long break. Appropriations are expected to be addressed by the two month CR. It is expected the Senate will modify the CR to address specific issues, one of which may be the new proposed OMC rule. The fiscal year ends Sept 30.

Appropriation watch: The House passed a clean continuing resolution yesterday that would extend FY26 from Oct 1 through Dec 4. Senate action is next. There is no other normal budget process ongoing.

It is summer, appropriations season in Congress. The House committee sent an HHS budget to the floor which is a modest increase in funding for NIH. In the Senate, Democrats are blocking committee action as Mitch McConnell is absent. 1/

I spent 10 years at UCSF, and Howard Fields was there the entire time. He counseled me many times, and I truly appreciate that nearly every time we spoke, although he was 20+ years my senior and 20+ times my h-index, he spoke to me as a peer, and with the best of intentions. I will miss him.

I’m very sad to share that Howard Fields has died. He made seminal discoveries in pain modulation, placebo, and addiction. He was also a wonderful mentor and friend who taught me how to think about the brain and the joy of scientific discovery. www.iasp-pain.org/publications...

For those who don't want to dig through a lot... When started EARLY in probable AD, very modest cognitive, clinical, and daily activities benefits relative to placebo are observed up to 18 months. Evidence after 24 months is not as positive. ARIA adverse effects are much stronger.

If you calculate how many trials AI takes to learn an association and compare to a human, the AI takes orders of magnitude more to learn. LeCun has written extensively on this. If AI could learn like humans, it would be a huge advance. Until then, AI will use all the energy and water we have.
