I have never seen this before. One of our Echinacea has weird sprouts coming out the flower cones. I researched it and evidently it is a severe plant disease called Asters Yellow. It is caused by a phytoplasma organism spread by tiny insects called leafhoppers. Dig it up. More details in alt.
