MACS has been closely following these developments alongside census stakeholders across Minnesota and the country, drawing on webinars and expert analysis as everyone tries to make sense of what is coming. The most urgent concern is the new Disclosure Avoidance Order (DAO 216), issued by the Department of Commerce on June 4. Also of concern are proposed changes to the residency rules for the 2030 Census (determining who gets counted where in the decennial count), and changes to demographic data collection, including the race and ethnicity questions. (See our June newsletter for background, and updates below.) What can we do? First and most importantly: pay attention, stay informed, and share what you learn with your networks, colleagues, and the decision-makers in your organization and community who depend on accurate data. Know how census data benefit your community, organization, or programs. Assess whether this new order would affect the data you rely on (the answer is almost certainly yes). Develop your elevator story explaining why these changes matter and how they will cause harm. Congressional offices, state legislators, county commissioners, and city council members and leaders across all sectors all need to hear from people who use foundational Census, ACS, and other Census Bureau and Bureau of Economic Analysis data. In July, MACS and the Texas Census Institute released a new guidebook to help community organizations engage elected officials on the census/ACS. Keep this guide in mind to Empower Your Voice in support of the data that support the well-being of our communities and sectors. After the November elections, there will be many opportunities to educate newly elected officials and their staff about why federal data are essential. What's at risk if we don't speak up? Even though stakeholders are still learning the full scope of these proposals, the potential consequences are already coming into focus. Small-area data from the ACS, poverty estimates, data on young children, information about small population groups and neighborhoods, housing developments, and retail or health service area analysis could become far less useful, or unavailable altogether. The ACS has been a reliable resource for decades. Now urgent questions are piling up. Will the 2025 one-year ACS data be released in September 2026, as it has been for the past 20 years or will it be the first casualty of the new Disclosure Avoidance Order? The data release schedule is typically posted by this time in July, but there has been no announcement yet. Could communities be left relying on 2024 ACS data because the new restrictions are too strict to allow the latest data to be published? And where is the public comment process, the longstanding gold standard for changes to federal statistics that would allow stakeholders to weigh in? Joan Naymark Updates on the Department of Commerce Order on Disclosure Avoidance Since the June 4 Disclosure Avoidance Order 216-26 was issued, there has been a sharp rise in stakeholder concern and engagement. And their questions remain unanswered. What are the key points to understand at this time? Beth Jarosz from the Association of Public Data Users (APDU) recently summed it up this way: DAO 216-26 is unprecedented. The order subverts accountability mechanisms (research, external review, public comment). Troubling lack of clarity “Noise infusion” is not clearly defined. Implications for data products are unclear. Consequences are substantial: less privacy for our personal information, or less usable data, or both. Read the full DAO 216-26 here. What do "coarsening," "suppression," and "noise infusion" mean? Which agencies and products does it cover? Is the order in effect, and are data products continuing? How will the order be implemented, and what does the required legal review involve? What could the review requirement mean for timely data releases? What are external stakeholders saying? What is Congress saying? How broadly does "noise infusion" reach? Does noise infusion make data "inaccurate"? Can coarsening and suppression alone always protect confidentiality? Does moving away from noise infusion make the data more transparent? Which Census and BEA data products rely on noise infusion? According to a public assessment by John Abowd—using the broad definition of noise infusion described above—a wide range of Census Bureau products use some form of it, including: American Community Survey tables and microdata; County Business Patterns and ZIP Code Business Patterns; OnTheMap and OnTheMap for Emergency Management; Business Dynamics Statistics; Business Formation Statistics; Post-Secondary Employment Outcomes; Veterans Employment Outcomes; the Opportunity Atlas; the Quarterly Workforce Indicators; Job-to-Job Flows; the 2020 Census products including redistricting data; many experimental products under development; and many releases from the Federal Statistical Research Data Centers… “….Aaronson is referring to a 4 June directive from the Department of Commerce that caught agency scientists—and the external research community—by surprise. It bans the Census Bureau and the Bureau of Economic Analysis (BEA), Commerce’s two statistical agencies, from using time-tested methods designed to allow the maximum amount of data to be released from national surveys while protecting the privacy of respondents. The new policy, Aaronson wrote, “bans essentially all modern techniques for preserving privacy in large datasets, including the 2030 census.” State-of-the-art approaches known as noise infusion—modifying a data set by adding random values—are now off-limits. Instead, the rule says surveys must rely on two older and less effective techniques to avoid disclosing a respondent’s identity. One, known as coarsening, rounds or aggregates data, such as by using 5-year intervals rather than annual increments. When that is insufficient to avoid revealing the identity of individuals or businesses, the directive suggests applying suppression: withholding certain data entirely. The change marks the first time political appointees have dictated the agency’s statistical methods, census watchers say. It will affect the 2030 census, which is used to apportion seats in the House of Representatives by state every decade and determine the distribution of trillions of dollars annually in federal funds. It also affects a slew of economic and demographic surveys used by government agencies, businesses, researchers, and the public. And researchers say it ignores decades of improvements in survey research. Economist Ron Jarmin, who retired in May after 33 years at Census, including two stints as acting director, says demographers will have to surrender crucial tools. “Noise infusion,” he says, “allows us to produce much more granular data on surveys” including on economic activity and jobs….” Read the full article here. “PLEASE DON’T FALL asleep reading this. It’s about the U.S. statistical system, which may put some of you in snooze mode. The truth is, the system helps us understand who we are as a nation as we celebrate our 250th year of independence, and it provides information that keeps the economy running. It is vitally important, but researchers are concerned that it’s being disrupted by the Trump administration. “...Last month, the Department of Commerce limited the types of privacy protections that can be used by the Census Bureau and the Bureau of Economic Analysis, a move that could restrict the amount of data available for research and redistricting. Federal law prohibits people’s identities from being disclosed in the data the federal government releases. To prevent that, the agencies have used statistical “noise,” which adds small errors to data sets so that people can’t be identified by their race, ethnicity or sex, particularly in small places like census tracts. The method has been controversial among some who worry it causes the data to veer too much from reality. The Department of Commerce instead instructed the agencies last month to use an old-school method known as “coarsening,” which can reduce the level of details by rounding figures up or down, or grouping data sets together. If “coarsening” isn’t possible, then the agencies shouldn’t release the numbers at all, the Department of Commerce said in the order. Researchers say it could diminish the level of detailed data drastically. “What we do know is that the result of this ill-conceived order will be either less privacy for our personal information, or less usable data, or both,” a coalition of statisticians and demographers said in a statement last month… “Foot-dragging on race and ethnicity categories On top of all this, the administration is dragging its feet implementing the first changes in more than a quarter century to how people are officially grouped based on race and ethnicity. Advocates believe the changes better reflect who we are as a nation...” Economic Innovation Group A New Threat to Economic Data A Commerce Department policy risks damaging the public’s understanding of the economy. “If you are even just a casual user of the economic data produced by the government, or if you simply care about the integrity of the data, you should be distressed by a new policy announced by the Commerce Department last week. The policy bans the use of something called noise infusion, a necessary tool used by statistical agencies, in particular the Census Bureau, to publish granular data about individuals and businesses without disclosing their identities, thereby protecting their privacy. The likely reason for the policy change is that the Trump administration wants to improve the precision of certain data series. But the likely result of the policy will be that the government publishes less data, weakening the public’s ability to understand what is happening in their local communities and the American economy. This consequence would be particularly damaging because individuals, businesses, and policymakers rely on these data to make decisions. Workers use these data to decide whether or where to move, which skills to acquire, and which jobs to seek. Businesses use these data to decide whether and what type of investments to make. And policymakers use these data to design policies and evaluate their effects on constituents. Without the data, they are all flying blind. I agree with the goal of making data more precise. This just isn’t the way to do it….” Read the full article here. “On June 4, the US Commerce Department issued a Department Administrative Order (DAO) limiting the statistical data privacy methods that the US Census Bureau and Bureau of Economic Analysis (BEA) could use to protect their publicly released statistical products. The directive would move the disclosure review process closer to standards used for the 1980 Census, which the Census Bureau has previously said are insufficient—and demonstrated through simulated reconstruction and reidentification attacks—especially in today’s world of smart phones, social media, cloud computing, and AI. The directive would also represent a significant departure from federal regulations that assign federal statistical agencies responsibility for selecting the data protection tools they judge most effective. Subject matter experts note that narrowing these options will likely result in the Commerce Department agencies releasing less detailed public data, making these statistical products less useful for governments, businesses, researchers, and the public. Federal agencies must protect confidential data Confidential data provided by individuals, businesses, non-profits, and governments—such as federal survey responses and administrative data like tax and wage information—are foundational for nearly all federal statistics. Agencies are required to protect these data by securing data systems, limiting access to individual or household level, and applying statistical disclosure limitation methods—tools that help prevent people, businesses, or governments from being identified—to public data releases such as datasets, tables, and reports. Federal guidance directs agencies to minimize disclosure risk while preserving the data’s usefulness. For example, the Census Bureau promises to “…use every technology, statistical methodology, and physical security procedure at [its] disposal to protect [data providers’] information.”... “..... What happens if the directive stands? If the Commerce Department’s directive remains in place, the Census Bureau and BEA will have fewer tools to protect privacy while keeping public data useful. That will likely mean less detailed data releases for researchers, policymakers, businesses, and the public—including those trying to understand how tax policy affects different people and places. If so, the agencies will need to redouble efforts to make reliable data available while protecting confidentiality through other mechanisms.” The new DAO 216-26 order allows only two methods to protect the confidentiality of data from individuals and businesses: Coarsening and suppression. A blog from Mark Mather at the Federal Data Forum helps us understand what could be in store as data are either coarsened or suppressed. Mark Mather “Compare six disclosure avoidance methods side by side and see how each one changes a hypothetical census table. “Federal statistical agencies use a variety of techniques—known collectively as disclosure avoidance—to protect the confidentiality of the people and businesses represented in publicly released data. For decades, agencies have selected the methods best suited to each statistical product based on legal, technical, and operational considerations. On June 4, 2026, the U.S. Department of Commerce issued Department Administrative Order 216-26, which limits the disclosure avoidance methods that may be used for Census Bureau and BEA statistical products, identifies coarsening as the preferred approach for protecting confidentiality, and prohibits differential privacy and other forms of noise infusion. This is a departure from previous practice, which left those decisions primarily to the statistical agencies themselves. Several professional associations—including the Association of Population Centers, APDU, COPAFS, ICPSR, and the Population Association of America—issued a joint statement raising concerns about the order and calling for it to be rescinded. If "coarsening" isn't part of your everyday vocabulary, you're not alone. It's an umbrella term for techniques that reduce precision, such as rounding values, aggregating small geographic areas into larger ones, and reporting ranges instead of exact counts. These approaches have long histories in federal statistics, but they've generally been used in combination with other disclosure avoidance techniques rather than as the primary line of defense. The order leaves many practical questions unanswered. How will agencies implement coarsening in practice? What will it mean for data availability in small geographic areas and for population subgroups? Is record swapping—used to protect decennial census data from 1990 through 2010—considered a form of noise infusion? Will the transition delay the release of statistical products? So far, federal agencies haven't provided guidance on how they plan to implement the new order. In the meantime, we thought it would be helpful to illustrate how these methods could affect published data. DataIndex co-hosted a webinar on July 14, 2026 with other national partners (APDU, PRB, Leadership Conference, CQR, PAA, and APC). Following is a summary, the slides, and the recording to understand potential changes to the residency rule for the 2030 Census, which could reclassify noncitizens as nonresidents, a rollback of the 2024 SPF 15 race and ethnicity question, and the addition of a citizenship question. “The Department of Commerce has submitted a proposed rule to the Office of Management and Budget for review. The rule is titled “Decennial Census of the Population of Americans; Proposed Residence Criteria and Proposed Regulations for Demographic Questions.” While no additional details have been provided to the public, there are at least three key changes that experts predict may be under consideration: Changes to residence criteria to reclassify noncitizens as nonresident. Rollback of race/ethnicity data collection standards. Addition of a citizenship question. Given the early stage of the process, there is not yet a call for public comments. However, interested parties can request a “12866 meeting” with staff from the Office of Management and Budget to share their perspectives on the topic and help inform how the rule is drafted. “...Many people may not realize how influential the census is in determining how much federal money gets allocated to different geographic regions across the country. Census-guided programs serving children deliver funds either directly to communities or to state agencies. The census influences funding distribution in myriad ways: Depending on the program, it may use census data such as location, population, household income, age, school districts, and school enrollment to determine state eligibility and distribution. “The deficit or surplus of federal funding a state may receive stemming from inaccurate counts can directly impact children’s educational and economic outcomes and more. An undercount could mean fewer dollars, thereby fewer resources. An overcount could result in a state receiving more federal funds than its population warrants; for programs with fixed appropriations, this may proportionately reduce the share available to other states. Children Are Especially Vulnerable to Miscounts “The U.S. Census Bureau released an analysis documenting the undercount of children aged 0–4 in the 2020 census: This age group was undercounted more than any other demographic, with approximately 1 million of the young children going uncounted in the 2020 census. They acknowledged that children have historically been miscounted, potentially leading certain states to lose out on significant funding and critical resources for them. The gap in reporting children in the census may stem from a variety of factors, including but not limited to: High household mobility Educational or language barriers faced by parents or guardians responsible for reporting them Fear and safety concerns “Of the 371 federal assistance programs operating in fiscal year 2023 that POGO identified, 70 were census-guided programs that supported children. These programs accounted for $792.77 billion in funds disbursed to all 50 states and Washington, DC, representing 35% of the total census-guided funding in FY 2023.” Read the full report here and see Minnesota’s census-guided funding below. MN ranked 5th overall, 2nd in economic well-being, 21st in education, 5th in health, and 4th in family and community. This year’s Data Book shows a mixed and uneven picture of child well-being across the country. Since 2019, seven of the 16 key indicators have improved, seven have worsened and two remain unchanged. Bright spots include: reductions in teen births and children living in high-poverty areas; declines in child poverty; increases in parental employment and educational attainment; improvements in on-time high school graduation rates; and a slight decrease in the share of children and teens who are overweight or obese. These gains reflect a combination of economic recovery, effective public policies and sustained public health efforts. (see report for the details) Education Continues to Struggle Health and Economic Challenges Persist Geographic Disparities Remain Significant Differences also exist within states and across both communities and neighborhoods. Tracking Progress Over Time Why Data Matter for Kids Reliable, high-quality data — especially from federal sources — are essential to understanding and improving children’s lives. The KIDS COUNT Data Book depends on these data to: track progress over time; compare outcomes across states and communities; and inform policy, investment and decision-making. However, recent cuts to federal data collection, funding and staffing threaten the quality and availability of these critical resources. Without strong data systems, leaders are left making decisions without a clear picture of children’s needs — risking missed opportunities to improve lives. What Kids Need and What We Can Do The 2026 Data Book reinforces what children need to thrive: stable families, strong schools, access to healthcare, economic security and supportive communities. The enhanced KIDS COUNT index offers a clearer, more actionable tool to guide leaders in making decisions that improve children’s lives. With better data — and a commitment to act on it — systems can direct resources where they are needed most, strengthen policies, and ensure that every child has the opportunity to thrive. “The first U.S. census was conducted in 1790, just 14 years after the nation’s founding. But it took another 60 years before the census asked every free person who lived in the United States where they were born. Starting with the 1850 Census and every decade since, the U.S. Census Bureau has documented changes in the size and characteristics of the foreign-born population. The foreign-born include those who were not U.S. citizens at birth, including naturalized U.S. citizens, lawful permanent residents (immigrants), temporary migrants (such as foreign-born students), humanitarian migrants (such as refugees and asylees), and unauthorized migrants. Starting in 1920, the foreign-born share began to consistently decline, and by 1970 it accounted for only 4.7% of the population. In 1850, the U.S. Census Board instructed U.S. marshals to ask free inhabitants to report their place of birth, identifying the state, territory or country where they were born (Figure 1). At that time, the foreign-born population of 2.2 million — then defined as anyone born in a foreign country — made up 9.7% of the U.S. population. Since the 1800s, the ways that surveys and censuses define and ask about nativity (whether a person was born a U.S. citizen) have undergone many changes. Data on the foreign-born population was previously collected through a long form of the decennial census. Today, the American Community Survey (ACS) collects information about the foreign-born (Figure 2). In addition to birthplace, the ACS also asks about citizenship status and year of entry into the United States. Starting in 1920, the foreign-born share began to consistently decline, and by 1970 it accounted for only 4.7% of the population. “As the United States celebrates its 250th anniversary, there is much to be proud of, with the nation having evolved into a historically prosperous, multiracial, and multicultural society. To be sure, there have been periods of racial and ethnic division and strife, and many of the inequities driving those issues are still unresolved. But through various periods of our history, waves of immigrants from different parts of Europe—and more recently, from all parts of the world—have made positive contributions to the economic, political, and social fabric of our nation….. Now, with the administration only a year and a half in office, there has been a sharp drop in new immigrants; my Brookings colleagues estimate that net immigration to the U.S. could be negative in 2026. Clearly, this is a huge shift from the nation’s past, when immigration contributed greatly to national growth and well-being…. From a purely demographic perspective, though, America is more in need of immigrants than ever before. The nation’s population is aging, and its levels of natural increase (the excess of births over deaths) may soon turn into a natural decrease, as deaths exceed births. “To make the case for why immigration will continue to be vital for the future of the United States, it is useful to compare the demographic profiles of what the nation could look like 25 years from now—at its 275th anniversary in the year 2051—under different scenarios with zero, low, or high immigration levels. These scenarios use the most recent U.S. population projections for the period from 2022 to 2051. “Demography does not fully determine the nation’s destiny. But it will surely shape it in powerful ways over the next 25 years…” Click on the link above to read the article and explore the country and Minnesota. Menino Convention & Exhibition Center. The U.S. Department of Commerce recently issued a policy governing how statistical disclosure limitation (also known as "disclosure avoidance") methods may be applied to the statistical products produced by the U.S. Census Bureau and the Bureau of Economic Analysis. Specifically, this policy prohibits the two agencies from using disclosure avoidance methods that introduce statistical noise into the published data. Join Commerce Department and Census Bureau leadership for a roundtable discussion about the reasons for the new policy and how it is being implemented at the Census Bureau. Selected topics to be addressed include: which disclosure avoidance methods are impacted by the policy; how the policy may affect popular statistical products like the American Community Survey, the principle federal economic indicators, and the Longitudinal Employer-Household Dynamics program; and what the implementation plan will be for developing an effective disclosure avoidance solution for the 2030 Census. Survey (ATUS) data, an award from the Work Family Research Network for “demystifying” the complexities of time diary data, and a new federal register notice regarding Artificial Intelligence questions in the ATUS. Read on for updates about new data, tools, and opportunities for IPUMS users.   Data Updates IPUMS Time Use The 2025 ATUS data are now available via IPUMS ATUS! This release comes on the heels of the announcement that IPUMS Time Use Principal Investigators – Drs. Sarah Flood and Liana Sayer – were selected to receive the Ellen Galinksy Generative Research Award. Issued by the Work and Family Researchers Network, this award honors Flood and Sayer, and their long-time collaborator Dr. Melissa Milkie, for their development, support, and scholarship of time use data via IPUMS. Check out our latest blog post to learn more about the award! IPUMS IHGIS IHGIS has a new topics filter. The filter makes it easier for users to find the data they are interested in by filtering available data tables by topics, such as school enrollment, toilet and bathing facilities, or irrigation. Topics metadata for IHGIS are also now available in the IPUMS API. IPUMS CPS The June 2026 Basic Monthly Sample is now available via IPUMS CPS. IPUMS CPS has also released revised January 2024–July 2025 BMS data; these samples were recently re-released by the Census Bureau to correct an error in a household identifier (HRHHID2) in the original data. On average, 340 person records per sample were assigned an erroneous HRHHID2 value in the previous version of the data. The errors, which only occurred for persons in month-in-sample 5, were also present in corresponding supplement files and had downstream consequences for how persons were arranged into households. The updates, which correct these issues, also affect the IPUMS CPS linking keys (CPSID, CPSIDP, CPSIDV, MARBASECIDH, MARBASECIDP) and longitudinal linking weights. Elevating the lab's research presence, Chandler and Jones also presented their latest co-authored findings on the complex geographic patterns of excess deaths of despair across the rural-urban continuum.
