As l’affair pétanque has ably demonstrated, what we have here in the East End is a failure to communicate. But while city officials could certainly improve their outreach to the neighborhood’s residents, a recent investigation suggests that Church Hill’s longtime city councilmember could, too.

Each option for Chimborazo Playground includes renovations to the park’s bathroom facilities and water fountain, which have been out of service for years. Beyond the new plumbing, though, paths diverge—and only one includes finishing DPR's polarizing, now-paused expansion of the pétanque courts.

The alley just north of Chimborazo Playground in Church Hill has flooded for years. But ever since Richmond's Department of Parks, Recreation, and Community Facilities started expanding the pétanque courts at the park in May 2026, the situation seems to have gotten much worse.

The alley on the northern edge of Chimborazo Playground has only one small stormwater drain, and it's flooded before to catastrophic effect for the residents whose homes abut it. A resident shared this photo from December 2023 with The Lookout. Note the car:
