this is an excerpt of a transcript from a LEAN webinar a while ago when Henry was asked whether offsets were a way to allow fossil fuels to continue polluting.

1. Are offsets just a way for fossil fuel companies to keep polluting?

Dr. Ken Henry: Sure. They are. If they wanted them to stop, they would legislate to that effect. They're still approving mines for goodness sake. So, better to ask the question then, is it nevertheless possible for Australia to meet its global emissions target even if the government does not legislate those industries out of existing? And is there a way to achieve a double dividend from the outcomes? Yeah, there is and that is why I am optimistic.

2/ If it's divisive to oppose carbon offsets cos they don't work, & WORSE, they enable fossil fuel companies & big emitters to keep polluting (🇦🇺's Safeguard Mechanism permits unlimited use of carbon offsets), I'll wear that I'll be damned before I normalise offsets as cover for MORE fossil fuels

Ken Henry: Yes, it is fracturing support. Support is being fractured by those who, for whatever reason, oppose the use of carbon offsets full stop. But I tell you this, if we cannot make carbon offsets work, if we cannot make ACCUs work, we will lose a lot. We will lose the safeguard mechanism as well.
