that's not what this is about the lawsuit in question was about lost wages, and Labor (not DoD) determined that it's in the workers comp lane the "duties" distinction isn't about whether getting raped is part of your duties, it's whether you were performing duties when the assault happened

fun fact: DoD has been working for over 2 decades on getting its FM systems to meet GAGAS now you can either say "wow sounds like a bunch of lazy people" or maybe that's indicative of the scope of the challenge here
