Starfleet isn't a military force, but we will protect those who need it. Let trillions of innocents die, or be wounded, and be forced to live under fascism? Sure as hell not on my watch. Given that weapons, technology, medical supplies, and even reinforcements all come with a cost, this is certainly very true. The 35th Rule of Acquisition says, "Peace is good for business." In the absence of armed conflict, technology, science, and even societal progress can advance completely unimpeded—this is also true! But I submit to you that peace is better for business, because your customers can't do business with you if they're dead, can they? Well? Can they?!
