The House vote does not make these changes law. It approves a framework that now heads to the Senate, where lawmakers and the Senate parliamentarian will decide whether the election provisions can legally remain in a reconciliation bill.

Instead of bringing those election changes to the Senate as a standalone bill where they would face a filibuster the House Republicans are trying to move them through the budget reconciliation process, which only requires a simple majority if the provisions comply with Senate rules.
