👋 On October 15 and 16, we attended #Disinfo2025, the @disinfo.eu's annual conference. This year, over 600 participants gathered in Ljubljana, Slovenia, for two days of discussions centered around many aspects of #disinformation.

RADAR DSA Metadata automatically adds machine-readable metadata to your content, enabling discovery by RADAR aggregation tools and supporting automated tracking across the European digital landscape.
This plugin is free to use and available in Wordpress’ plugins library.

GDocs add-on:
This add-on lets you search and insert DSA infringement tags while you write, making it easy to create properly categorised reports that can be shared and collaborated on with your team.
The add-on is free to use and available on the Google Marketplace.

Assistant GPT:
An AI assistant specifically trained on the RADAR framework to help you identify and categorise potential DSA violations.
You need a ChatGPT subscription to use this tool.

How to use RADAR (Regulatory Assessment for Digital Services Act Risks)

The RADAR framework is divided in 12 infringements categories: illegal content-related, transparency and reporting, consumer protection and market fairness, platform accountability and cooperation, minor protection and safety online, illegal content and goods, disinformation and manipulated media, dark patterns an manipulative design, targeted adertisements & profiling, data access and scrutiny, compliance function, and cyber violence.
Each infringement has a unique ID (eg., cr_01 for “Platform failure to take action against Illegal Content”), a description, and observables that help identify DSA violations. You can use the search feature (CTRL+K) to find a specific infringement.

After finding matching infringements, it’s time to complete your report by using the RADAR tag generator:
- Remember to use the latest version of RADAR.
- Be as precise as possible.
- Evidences must be referenced in your main report.
- Add all relevant infringements.
When your template is generated, copy it and use it as an annex at the end of your report.

Do’s:

Be specific about what you observed.
Tag all relevant infringements.
Reference evidence in your main report.
Use the latest RADAR version.
Include dates and platform versions.

Don’t:

Force-fit observations to tags.
Use tags without evidence.
Modify the tag IDs.
Skip the observable matching step.
Forget to specify RADAR version.

What is RADAR?
RADAR (Regulatory Assessment for Digital Services Act Risks) is an open framework that introduces standardised tags for Digital Services Act (DSA) infringements.

The framework breaks down Digital Services Act into 12 categories, 50 infringements, and +400 observables.

RADAR is designed to make legalistic and confusing regulatory requirements posed by the DSA more accessible for everyone, especially to those without legal training and expertise.

This system is intended to pool findings and identify patterns, compare assessments, and build a comprehensive picture of the digital landscape.

Why it matters
When a researcher in Helsinki identifies the same issue as a lawyer in Madrid, they can now tag it identically. This common language enables:
Cross-platform comparison: See which violations appear across multiple services.
Pattern recognition: Identify systemic issues affecting users Europe-wide.
Evidence aggregation: Build stronger cases through collective documentation.
Regulatory efficiency: Help authorities prioritise enforcement actions.

We need you!

Researchers and organisations that are already conducting monitoring efforts can simply add standardised tags to their existing reports by using one of our automation tools. For those beginning their monitoring journey, RADAR provides a structured approach to systematic assessment.

It takes a community-driven approach to ensure that RADAR isn’t siloed off and disconnected from the actual needs of the community. In other words, RADAR needs widespread adoption to evolve into a multistakeholder framework.
