I think what happened culturally with the Joker is that good writers understood he was a miserable loser lashing out and would explore that. Where as after Dark Knight he accidentally became a type of hero figure FOR miserable losers who lash out, without any honest exploration, only myth making.

I'm glad BTAS understood that Joker is most fun when he's deeply petty. His best stories are rarely "tries to destroy Gotham" but rather "gets mad that someone cut him off in traffic" or "wants to copyright fish" or "bombed during stand-up" or "a casino stole his likeness."
