Three years after MSF and other NGOs submitted a complaint on Italy’s rules which impede civilian search and rescue activities, the European Union has failed to provide a decision.

The bodies of 10 migrants were recovered near Malta, according to a statement from the Italian Coast Guard released Sunday. Another 48 people were saved by a fishing boat. However, authorities were continuing to search for more victims.
