Russia has begun using a new cruise missile against Ukraine, according to Ukraine’s military intelligence (HUR). The Filin can reach 800 km/h. It has a range of up to 1,200 km. HUR says known versions carry 50 kg or 100 kg warheads. The missile can fly at ultra-low altitude or climb to 6 km.

Biden's team feared escalation more than invasion. So the deterrent came after the damage, when sanctions can punish but not prevent. Preemptive means Moscow pays the price before the first missile flies, not after Kharkiv is hit.
