I don't think protest is futile, and I applaud those that did so over the weekend, but I also think they are insufficient.
Obviously Trump did this. But perhaps the 2021-2 Democrat-controlled congress could have taken back some of its tariff-levying powers? After 2017-2020, they could have decided it wasn't wise to give up one of Congress's core Article 1 authorities to the President?
