Been curious why Global Environment Facility isn't talked about more with respect to loss and damage or the World Bank's Global Facility for Disaster Reduction and Recovery. Both seem like natural homes for that work.

My frequent collaborator puts the onus for barriers to US-China cooperation on climate on the US and its habits of primacy. I think there is likely more US domestic politics and Chinese responsibility here but clearly US offer set on adaptation finance has been weak. Provocative argument though!
