The fines must be levied PERSONNALY against the leaders of the offending government agencies when they violate court orders and/or laws. Taxpayers are hurt when 'gov't agencies' pay for the wrongful acts of their officials.

The public will be better served by diverting the people and dollar resources devoted to minor drug crimes to the far more corrosive corrupt business and political people who destroy people on a routine basis.

Stop wasting police resources on low-level marijuana offenses. Clear the records of people whose lives have been derailed by nonviolent marijuana convictions.
In a country with a president who is such a destructive sore loser, politicians who are both helpful and gracious in defeat is a greatly appreciated novelty.
