Section 219 makes the Pentagon a partner in building and running that targeting system. Reps. Ro Khanna and Thomas Massie filed a bipartisan amendment to strip Section 219 from the bill. House GOP leadership blocked it before it got a floor vote.

Section 219 means the U.S. and Israeli militaries start sharing weapons and targeting technology as one system. If this passes the Senate, "aid to Israel" stops being a funding decision. There's no aid package left to cut off. It's one system.
