So that LG monitor app is what was actually causing all my issues. It interferes with my laptop’s internal monitor drivers and completely destroys performance. I… think I might be shopping for a new monitor soon cause that’s insane.

4 hours and two full and complete windows 11 reinstalls later and I finally am rid of whatever bug that was causing my screen to restrict itself to 12fps roughly every 4 seconds. I feel like I just came out of the most frustrating psychosis.
