One thing we have become aware of is too much trust has been placed in the past thinking public officials cared. All these rules need enforcement plans and a way to make sure that enforcement occurs.

The problem is, even if there is a process, it relies on people being transparent and the senate enforcing the rules. And that is clearly not going to happen in this regime.
