It doesn't help that she has the miexed memories from at least three different shards of Azem. As the story progresses, she forgets more and more who of them she really is, and more memories come flushing in.

Moira thinks she was born near Rabanastre. She has this weird accent, slightly spanish, and she uses spanish nicknames for half the people she knows and cares. She really never asked where she was born. If you ask her, her "home" doesn't exist or she just says Ishgard to avoid talking about it.
