How do changes in immigration policy affect the federal budget? At least for STEM advanced degree green cards (e.g. Section 80303, H.R. 4521), different approaches can result in sharply divergent estimates. From Doug Elmendorf and I w/ the Penn Wharton Budget Model (PWBM)

Update to this thread: Thanks to generous support from multiple donors, fellowships will be (competitively) available to support PhD students interested in participating in CBO’s dissertation fellows program or similar programs at other Congressional support agencies.
