Under FDR, the highest marginal tax rate was raised to 94% in 1944. Eisenhower slightly lowered this to 91%, which lasted until '63. This was an era of unprecedented prosperity. Reagan later gutted the rate down to 28% with the Tax Reform Act of 1986. Taxing the rich works. Trickle down doesn't.
