When Public Services Fail: Dynamic Effects of Service Quality and Petty Corruption on Spending Support and Trust in Government Achim Goerres1, Philipp Chapkovski1, Jakob Eicheler1, and Philipp Kemper1 1 University of Duisburg-Essen, Germany Corresponding author: achim.goerres@uni-due.de Paper prepared for the Dreiländertagung, 17–19 June 2026, Friedrichshafen, Germany Abstract How do citizens update their views of the state after direct encounters with public administration? We study this question with a narrative vignette experiment embedded in Novaland, a fictional virtual state in which participants experience repeated service encounters. The design varies whether public services are delivered effectively, poorly, or poorly with an option to pay a petty bribe. The results reveal a tension that is central for public administration: poor service delivery increases support for more spending in the affected domain, but this repair logic weakens when poor delivery is accompanied by corruption. Repeated negative and corrupt encounters do not generate broader demand for welfare spending, and corrupt encounters substantially reduce trust in government. The paper contributes to research on administrative performance, corruption, and citizen-state relations by showing that citizens distinguish between capacity failures, integrity failures, and broader evaluations of the state.
