A little late to this but the Cabinet Statement 'Rewiring the State' is an exciting statement of intent. It clearly sets the tone for a genuine rebalancing of perspective, outlook, and powers. Having a document like this to act as guardrails as the devo process begins demonstrates commitment.

Piketty's fundamental observation that r>g means rising wealth to income ratios remains incontrovertable because it's just accounting. Since Capital in the 21st Century we've had another decade of r >> g, so even if shares of wealth remain constant, wealth to income ratios have to rise.

This is super to see and the next steps for everyone wanting greater devolution. Beyond the headlines I think there is an interesting link with borrowing here. With greater certainty and control over revenue borrowing money becomes a whole lot easier and cheaper too. Could open public-private opps.
