My unpopular opinion (?) is that Link *should* speak full dialog, and should have a fully fleshed-out, well-defined personality, in both the movie and in at least one mainline Zelda game. Their (arguably) greatest game (BotW) was achieved precisely by subverting expectations of the Zelda franchise.
