Sec State Rubio, If it is the type of progress being reported by the NY Times, meaning Iran controls shipping into the Arabian Gulf, & can interfere with exiting traffic, then it’s only progress for the IRGC.

Mark me down as highly skeptical. Nothing fundamental has changed in Iran, especially with the IRGC. IMO, every time POTUS plays this game, he weakens his negotiating position with Iran.
