#HamOnt The challenges facing Hamilton's young people demand action. Today, I asked Ontario's Minister of Health, the Associate Minister of Mental Health and Addictions, and the Associate Attorney General, to partner with Hamilton to establish a Youth Wellness Hub in our city.

Dear Minister Jones,

I am writing on behalf of Hamilton City Council to seek urgent provincial partnership and funding support to establish a Youth Wellness Hub in Hamilton. Council has unanimously endorsed this important initiative and is calling on the Province to partner with us to make it a reality.

Every young person deserves the opportunity to grow up safe, healthy, and connected to the supports they need. In Hamilton, however, too many youth and families are facing increasing barriers to accessing timely mental health, addiction, and community services. Our local organizations are working tirelessly, but the demand has outpaced the capacity of our current system.

Hamilton continues to face escalating and complex challenges affecting young people, including rising mental health and addiction needs, trauma, community violence, and persistent barriers to timely, integrated care. Our community lags provincial averages across key health, safety, and well-being indicators, including deaths by homicide, high school graduation, violent crime, opioid-related deaths, and emergency department visits for self-harm. These statistics reflect real young people and families who need coordinated, accessible support before they reach a crisis. Local service providers are reporting increasing demand across all parts of the system, with gaps becoming more pronounced and harder to close without coordinated, upstream investment.

These conditions have reached a tragic tipping point. Over the past few months, Hamilton has experienced the devastating loss of two teenagers to gun violence, including one incident involving an alleged 14-year-old shooter. More broadly, criminal incidents involving Hamilton youth aged 17 and under have increased by 69% between 2020 and 2025.

These realities were clearly reinforced at the Mayor’s Community Safety Summit held in November 2025, where participants from education, healthcare, social services, law enforcement, community organizations and residents came together with a shared message: our current system is too fragmented to meet the challenges facing our community today. There is broad agreement that Hamilton needs a more connected, prevention-focused approach, one that brings partners together, reaches young people earlier, and provides the right supports before challenges become crises.

Hamilton’s Child and Youth Network, alongside health system partners, school boards, and community organizations, has already undertaken significant work to explore a made-in-Hamilton Youth Wellness Hub model. This work is built on strong local partnership, and grounded in local evidence, system coordination, and a shared commitment to improving outcomes for young people and families.

The Province’s Youth Wellness Hubs Ontario model has demonstrated clear impact through integrated, youth-centered service delivery that reduces barriers and improves access to care and supports. Hamilton’s partners are eager and ready to move forward quickly on this model, however doing so requires provincial commitment and investment that matches the urgency of need.

At the same time, local pressures are intensifying. Recent incidents involving youth violence and the loss of federal prevention funding have further strained an already overextended system. Without sustained upstream investment, these gaps will continue to widen.

As Mayor, I am requesting that the Ministry of Health formally consider Hamilton for inclusion in the next phase of Youth Wellness Hubs Ontario expansion, as part of a coordinated response to improve outcomes for young people and strengthen community safety and well-being across our city.
