The Milburn Report comment (paragraph 519) talks only about PIP not involving support towards work, not about remaining in education longer (as vocational education permits in our European competitors).
Reading the Milburn report on young people and work, the annex includes evidence that most disabled young people claiming PIP (Personal Independence Payment) are in education - 54% of 16-24 PIP claimants. Varies with age, of course. Danger that changing PIP could mean they leave education.
