New research from Mary E. Lovely and Christine Y. Wan examines US efforts to reduce dependence on Chinese-made goods and services. The authors find that steep tariffs employed during the first Trump administration and the Biden administration have failed to achieve significant US decoupling from China, leaving America vulnerable to interruptions of key supplies originating in China while taxing purchases of nonsensitive goods. While China’s share of bilateral US imports fell by 7 percentage points from 2017 to 2024, its share of value added in US imports—which also includes Chinese products, parts, and other content shipped from other countries — fell just 2 points. How did this happen? Put simply: through indirect Chinese imports. US tariffs drove suppliers to reroute supply chains through third countries like Taiwan, Vietnam, and Mexico to avoid shipping directly from China to the United States. The authors suggest that the second Trump administration’s current tariff policies will likely also fail to curb America's reliance on Chinese imports, some of which are essential inputs to important industries.
