This was a request of the irrigation district to maintain access to the canal for repairs and maintenance. Newer designs with retractable solar at ground level are being explored. However, an unexpected benefit is that the shade provided by the canopy actually provides heat relief to the workers.

By definition, numerical weather models require international data. The atmosphere knows no geopolitical boundaries: any model that begins and ends at its country’s border is unable to generate reliable predictions until after a weather system crosses its boundaries. Which defeats the purpose!

Burning fossil fuels causes climate change, which makes fires and other disasters worse. The folks in California need disaster relief now. The only "conditions" that should be on any kind of assistance is that we build communities that are resilient to climate impacts & have zero-emissions buildings
