The United States is actually one of only two countries on earth to practice citizenship based taxation, where having that country’s citizenship is enough to require you to participate in its tax system, regardless of whether you actually live there (and thus actually use services there).

In fairness we who live abroad (I’ve returned, but I’ll always have some migrant in me) are forced to file U.S. tax returns in perpetuity, so prohibiting us from voting would be a pretty clear violation of no taxation without representation.
