Dear Secretary Scanlan, In a memo released on May 12, the New Hampshire Campaign for Voting Rights detailed the consequences so far of HB 1569, which, as you know, was put into law at the beginning of 2025. The report highlights the over three hundred voters that they are aware of who have been turned away since the law's enactment. It also highlights the new program between your office and the DMV allowing for voters to have any of the four requirements to register to vote verified against DMV records if a voter does not have the documentary proof with them when they attempt to register. According to the memo and your office, that system was used over 250 times during town meeting day, a number significantly higher than many of us would have expected. Even with the court ruling on HB 1569 striking down the proof-of-citizenship provision, we still believe it will be important to have a fully functioning system in place.

As we approach November, we want to be sure that the State is prepared to handle an election with much higher turnout and potentially hundreds, if not thousands, more voters who may have to use this new system to prove one of their four requirements to vote."

Letter continues on a second page and reads: "With some towns having internet access and others not, we are inquiring about what the setup will be to ensure every voter can vote. To that end, we would like to ask you the following:

1. What is the Secretary of State’s office plan to deal with the increase in voters who may need to use this new voter verification system? Please share that plan with us.

2. During the March elections with the new system being used, how many people accessed it by calling into your office, and how many accessed it from a Supervisor of the Checklist at the polling place?

3. How many people do you plan to staff the phone line at the state level for polling places that do not have internet access and therefore will have to call the hotline to verify a voter's eligibility?

4. For polling places with internet access, what is the plan to ensure that each location has a person who is able to access SVRS so that they can use this new system to verify a voter? Will temporary access be permitted so the appropriate number of people have access?

5. What training will your office offer or has your office already offered to local election officials so they know how to use the system and to make sure it is as efficient as possible on election day?

6. Will your office also provide opportunities for hands-on practice, such as access to a test or “playground” environment similar to the existing SVRS practice system, so election officials can practice accessing DMV records?"

The last page of the letter reads: " Additionally, following President Trump’s speech on July 16th, we want to ensure there is a plan in place to protect New Hampshire voters from federal threats to their voting rights. To that end, we additionally ask:

1. What is your plan to protect NH voter rolls from federal overreach and unconstitutional voter roll purges that the President has asked for?

2. What is your plan to ensure that all polling locations remain free of intimidation and interference from any federal agents?

3. What is your plan to protect our safe, secure, and legal absentee voting system from interference and ballot theft in order to ensure that all eligible voters are able to cast their ballot and have their vote counted?

We know that these are questions your office is considering as we rapidly approach the September primary and November general election. Thank you for your work, time, and consideration to this urgent matter.
