Enchanted Rock LLC has applied for an air construction permit to build the Caprock Ranch Energy Facility in Midland County, which would consist of 3,428 internal combustion engines capable of generating up to 1,543 megawatts of electricity. The thousands of generators are meant to provide "bridge power" to a nearby "third party," possibly a data center, until the large power user can connect to the power grid. After that, the company plans to transition providing backup power for its customer and serving as a grid-connected “peaking” plant that would operate during times of high electricity demand, according to its application. If built, the plant could emit over 7 million tons per year of greenhouse gases, comparable to emissions from more than 1.5 million cars and trucks driven for a year.

The Federal Energy Regulatory Commission is accepting comments until Aug. 17 on the potential environmental impacts of the proposed Waverly Energy Storage Facility, part of the Southeast Virginia Energy Storage Project, in Sussex County, Virginia. The new storage facility would include a 1.3-billion-cubic-foot LNG storage tank, and equipment to convert gas to LNG and vice versa. The project would also involve construction of around 5,000 feet of pipeline to connect the facility to Columbia Gas Transmission's exiting pipeline system. If constructed, the project could supply up to 1.1 billion cubic feet per day of natural gas per day to Virginia Natural Gas for residential, commercial, and industrial consumers in southeast Virginia.

Since the U.S. seized Venezuelan President Nicolás Maduro in January, imports of Venezuelan oil to Texas have risen from a daily average of 110,000 barrels per day to an average of 575,000 barrels per day, according to the Texas Tribune. The volume is the largest since 2018, the year of Maduro’s disputed election. The following year, President Donald Trump during his first term imposed sanctions that effectively banned Venezuelan oil imports to the U.S.

If constructed, the project could provide up to 1.25 billion cubic feet of natural gas to proposed gas power plants, the Richland Parish Power Stations, to support Meta's Hyperion Data Center.

JERA Americas will hold public hearings Aug. 3 and 5 on its proposed Longboard LNG facilities and pipeline in Honolulu County. This project would entail building a new LNG floating storage where LNG could be off-loaded from ships and a unit to convert it from liquid to gas. The facilities would also include a 3-mile subsea pipeline to transport the gas onshore to O'ahu, where the company is planning a 500-megawatt power plant.

This new gas power plant would use fuel cells to generate up to 2,462 megawatts of electricity that it would supply exclusively to the Project Jupiter data center complex. If constructed, this facility could emit over 10 million tons of greenhouse gases and nearly 400 tons of health-harming criteria air pollutants every year. The agency will hold a public meeting on the pending application at 9 a.m. on Oct. 19 at the Sunland Park Multi-Generational Center, 4700 McNutt Rd., Sunland Park, New Mexico 88063.

On July 14, the Texas Commission on Environmental Quality approved an air permit for Karpower Valley, a shipyard at the Port of Brownsville on the southern tip of Texas. The company’s “Brownville Power Ship” would involve building 12 natural gas-fired engines on the ship that combined could generate up to 248 megawatts of electricity. The floating power plant has the ability to emit more than 1 million tons per year of greenhouse gases, the equivalent of more than 221,000 cars and trucks driven for a year. It could also release nearly 754 tons per year of health-harming “criteria” air pollution.

The Georgia Environmental Protection Division is accepting comments until Aug. 14 on a proposed draft air construction permit for an expansion project at the McIntosh Combined-Cycle Power Plant in Effingham County. The expansion project would involve constructing two additional gas-fired combined-cycle generating units that could generate 1,594 megawatts of electricity. This expansion project could increase the facility's greenhouse gas emissions by over 5.5 million tons per year and emissions of health-harming criteria air pollutants by nearly 1,600 tons per year. The agency will hold a virtual public meeting from 6 -7:30 p.m. Eastern on Aug. 14.

Denka Performance Elastomers in La Place, Louisiana, agreed to the payment to settle accusations by the Environmental Protection Agency that it had violated environmental laws. At the company’s Pontchartrain facility that makes synthetic rubber, the EPA alleged that Denka “failed to make hazardous waste determinations, comply with land disposal restrictions, and to have a permit to treat and store hazardous waste,” according to the settlement finalized June 23. The company suspended operations in May 2025.

The permit would authorize the construction of two gas-fired combined-cycle generating units, which could generate up to 785 megawatts of electricity, and modifications to an existing coal-fired boiler so that it could burn natural gas, coal, or a mixture of coal and natural gas. If requested by Aug. 10, the agency will also hold a virtual public hearing on the draft permit at 2 p.m. Eastern on Aug. 13.

On July 13, two days before the first deadlines for companies to comply with 2024 rules on hazardous air pollution, President Donald Trump issued his second proclamation exempting chemical manufacturers, adding 20 more facilities to the list of 53 chemical manufacturers exempted last year. The regulations say that plants must install better pollution controls and lower emissions to meet certain pollution thresholds. Companies must also install air pollution monitors for six known carcinogens.

On July 9, ANR Pipeline Company notified the Federal Energy Regulatory Commission that it began construction on the Heartland Project, which involves 69 miles of new pipeline at three locations in Illinois and Wisconsin, the replacement and upsizing of 1.5 miles of existing pipeline in Wisconsin, and the construction of three new compressor stations. The project would increase natural gas transport capacity along ANR's existing pipeline system by 473 million cubic feet.

This project would entail building a 154-mile pipeline traveling from Panola County, Texas, southwest of Shreveport, Louisiana, to Beauregard Parish, Louisiana, north of Lake Charles. The pipeline would be able to transport up to 1.8 billion cubic feet of natural gas per day to liquified natural gas exporters, electric utilities, and industrial consumers.

This expansion project, referred to as Project Matador East Campus, would be able to generate up to 5,280 megawatts of electricity for on-site data centers. The permits would allow Fermi to emit an additional 16 million tons per year of greenhouse gases and an additional 4,800 tons of health-harming criteria air pollutants. The agency will hold a public meeting at 7 p.m., Aug. 24, at the Panhandle High School Auditorium, 106 West 11th St., Panhandle, TX 79068.

Advance Colorado, a conservative nonprofit, gathered enough signatures to add Initiative 177, the “Right to Natural Gas,” to the state ballot in the November election, according to Inside Climate News. The proposed amendment states that “producers and utilities have the right to sell natural gas to homes and businesses.” If approved, the amendment could make it difficult for local governments to restrict the use of natural gas appliances.

The North Carolina Department of Environmental Quality is accepting comments until July 31 on a draft air construction permit for a proposed expansion project at Duke Energy's Sherwood H Smith Jr. Energy Complex in Richmond County. The company plans to install 57 diesel-fired engines that could generate up to 75 megawatts of electricity, which would be provided directly to an adjacent Amazon data center. The diesel engines would temporarily provide energy to the data center until a permanent transmission line to the site is installed. Duke Energy would be required to retire the engines within a year of starting operations. The public meeting will be 6 p.m. on July 30 at the Old Richmond County Courthouse, Courtroom A, located at 114 E Franklin St., Rockingham, NC 28379.

In a $7.5 billion deal finalized Wednesday, Mitsubishi acquired assets of Dallas-based Aethon Energy, the country’s largest privately held energy producer focused exclusively on natural gas, according to Fortune Magazine. The company is particularly focused on the Haynesville Shale, a gas-producing region in northern Louisiana and eastern Texas that is relatively close to LNG export sites along the Gulf Coast.

On July 8, Portsmouth Gas DevCo notified the Ohio Power Siting Board of plans to build the PORTS Energy Center in Pike County. This new gas-fired power plant would be constructed in phases, with up to 9,200 megawatts of electricity generating capacity planned. This would be provided directly to data centers, though excess electricity may be sold back to the electric grid. The company will hold a public information meeting from 4-7 p.m. on July 30 at the Pike County YMCA, 400 Pride Dr., Waverly, OH 45690.

Blue Energy has proposed building a 1,100-megawatt gas power plant southeast of Victoria to provide electricity for nearby data centers. The company on June 23 applied for local property tax breaks, including from Bloomington Independent School District, under a state program. Electricity at the site would power a 1,600-acre artificial intelligence complex planned by Colorado-based data center developer Crusoe at the Port of Victoria in Calhoun County.

The U.S. Army Corps of Engineers is accepting comments until July 26 on Shell's application for a wetlands permit to build the Rome Pipeline off the coast of southeastern Louisiana, starting in LaFourche Parish. The pipeline would run 97 miles offshore, connecting Shell's Fourchon Terminal to offshore oil production hubs in the Gulf. If this application is approved, the resulting permit would authorize impacts to 26 acres of water bottoms to build the Rome Pipeline.

On June 30, the Second Circuit Court of Appeals unanimously rejected challenges to a New York City law banning the use of natural gas and heating oil in new homes and buildings. The judges also blocked a challenge to a state law requiring officials to adopt rules prohibiting appliances that burn such fuels. In California, the Ninth Circuit Court of Appeals on July 2 ruled 2-1 to uphold regulations adopted in 2024 by the South Coast Air Quality Management District adopted to require buildings to transition to zero-emission water heaters.

On July 1, the EPA proposed a rule eliminating federal requirements for public participation for so-called “minor” sources under the Clean Air Act. This would allow state and local air quality regulators to decide whether to notify the public or allow feedback on air permits for many types of facilities, including diesel generators for data centers. A public hearing is scheduled for 10 a.m. – 4 p.m. Eastern on July 22, with the last day to pre-register on July 19. Comments on the proposed rule are due Aug. 21.
