Yes, they're perhaps more important than SOLDIER. They don't get the glory. But they work hard behind the scenes.

(Nods) Not all heroes are SOLDIER. There are many different ways to be a hero. Doctors and firefighters are also heroes... or people from ShinRa's investigations department.
