Basically the only important thing about Virginia local govt law is Dillon's Rule. On the bar exam, we got a local govt question, and I forgot to mention Dillon's Rule. It's like forgetting consideration in a contracts question. I still passed. Bar exam takers: Don't panic!

This reminds me: In college I knew someone in a philosophy class where the professor told them in advance that the only question on the final would be "What are the rules?" They all agreed to write something like "The #1 rule is to know when to break the rules." That's it. They all got A's.
